Bangladesh Bank and Dhaka Bank PLC have signed a participation agreement under the Tk 2,000 crore Pre-Finance Scheme for the Development and Advancement of the Leather and Leather Goods Industry.
The agreement was signed on 16 September 2026 at the Bangladesh Bank Head Office. Md. Jobdul Islam, Director of the SME & Special Program Department of Bangladesh Bank, and A K M Shahnawaj, Additional Managing Director of Dhaka Bank PLC, exchanged the agreement on behalf of their respective organisations.
Bangladesh Bank Deputy Governor Md. Anis Ur Rahman attended the signing ceremony as the chief guest. Md. Mojibur Rahman Sheikh, Executive Director of Bangladesh Bank; Mohammad Mahbubur Rahman Palash, EVP and Head of MSME at Dhaka Bank PLC; and managing directors and senior officials of other participating banks were also present.
Under the scheme, financing will be available for a range of activities in the leather and leather goods sector, including construction or expansion of factory infrastructure, purchase of machinery for tannery and leather goods production, leather collection and processing, and construction of warehouses and cold storage facilities for raw and processed leather.
The scheme will also cover financing for waste management and environmentally friendly infrastructure, compliance-related expenses for obtaining certifications, working capital for day-to-day operations, and tannery modernisation.
Eligible businesses in the leather and leather goods industry will be able to access loans at an interest rate of 7% for a maximum tenure of seven years under the scheme.
Dhaka Bank has been participating in various Bangladesh Bank refinance and specialised financing programmes aimed at supporting industrial development and entrepreneurship. Through the new agreement, the bank will expand access to financing on favourable terms for entrepreneurs and businesses operating in the leather and leather goods sector.
